Special Education Referral Process

Special Education: Special education is a unique and special designed instruction, support and services that is provided to students who have been identified with disabilities and require a personal or individual designed instructional program to meet with their learning needs.
When students are discovered or identified to have learning difficulties, behavioral problems or any physical disabilities, they are referred for a special education.


Special Education Referral Process: The process of special education referral is programed to provide steps and procedures to be involved while providing students with disabilities an appropriate and approachable education, some steps are taking for special education.


While interviewing the lower school counselor of International Community School of Abidjan, she said although the school does not have special education program, they have a Student Support Team (SST)  made up of the principal, the counselor and the teachers which comes in any time a teacher identifies that a student has special educational need or is having academic challenges or notices any behavioral problem, SST will meet to talk about the challenges and strategies to be used to help student(s) to improve. Students can be referred to a psychologist for testing  and testing can be done to detect the problem of the child.
The counselor said that responsibility for the progress of the student before and after referral is a joint responsibility of the teachers, and the counselor where a google classroom is created and there is updates of student progress, the SST covers a part in assisting the need of student for special education. Parents are fulling involved in the process and are notified if any of their children needs the SST. Depending on the need of the students, modifications and accommodations are provided for support of the student’s need.


Notwithstanding, for schools that have Early Management Team (EMT), when a student’s current data shows that he or she is not performing to grade level expectation, there is a meeting which might require a general education process and the EMT, the school administrations should be part of the EMT and are aware of the process and procedures and provides necessary support to the rest of the team members. If screening is to begin, the administrator is usually the chairperson for the meeting and is responsible for signing invitation letter for special education referral, decision is made by the team to determine if the students really need the special education process and if need be, the students are set to undergo some testing like speech or language test, and are placed on educational , psychological or behavioral scale.

After student is identified for this need, the school based Individual Education program (IEP) will help to develop IEP for the student and this program spells out children learning needs, and the services the school will provide, and how the progress will be measured.
